Thus, a Business Associate Agreement (BAA) or Contract is required between a HIPAA Covered Entity (CE) and a Business Associate (BA); and between a Business Associate and its Subcontractors.

HIPAA Covered Health Care Providers & Disclosure of PHI about Students
HIPAA covered health care providers are allowed to disclose students' protected health information (PHI) to school nurses, physicians, or other healthcare providers for treatment purposes, without having the authorization of the student or the student's parent.
